She was stricken from the Naval Register on 16 March 1988. She was converted for weapons trials purposes as a Self Defense Test Ship ( SDTS ) who began on 04 March 1992. In October 2004 she was placed in use as EDDG.31 and pendant number E.31.Removed from the SDTS service on 15 December 2003 and towed to Pearl Harbor.
On 14 July 2004 she was sunk as a targetship in the RimPac exercise.

Decommissioned and struck from the Naval Register on 17 December 2007.  She departed Portsmouth on 08 April 2009 and arrived at the Puget Sound Naval Shipyard in Bremerton, Washington on 30 May 2009 for the Nuclear Powered Ships and Submarine Recycling Programme.

She was stricken from the Naval Register on 20 November 1992 and laid up at the Philadelphia Naval Shipyard for donation to the Saginaw Valley Naval Ship Museum at Bay City , Michigan.
As the movement of the ship proved to be too expensive the project was abandone
As of September 2008, Charles F. Adams remains at the Philadelphia Naval Shipyard on Donation Hold status. She was considered for preservation by the Adams Class Veteran's Association and the Jacksonville Historic Naval Ship Association.

In december 2018 the plans were also abandoned and she will  likely been sold for scrap.
